Preface




This special issue of the South African Defence Review has as its central theme the changing and future role of the South African Navy. It follows a most successful conference on this issue which was hosted in Cape Town on 3 March 1993 by the Institute for Defence Policy and the Western Cape region of the South African Institute of International Affairs. In this I wish to extend a particular word of thanks to Dr Greg Mills for his invaluable assistance during the conference and in the preparation of this Review.

The conference took the format of four papers on select issues, followed by various responses. Not all the papers of the respondents are included in the Review.
