Municipal Policing in South Africa, Development and Challenges


JANINE RAUCH is the manager of the City Safety Project at the Centre for the Study of Violence and Reconciliation in Johannesburg, working on crime prevention projects for local and provincial governments. Janine has degrees in criminology from the University of Cape Town and from Cambridge University in England. She was one of the founders of the Policing Research Project at Wits University's Project for the Study of Violence in 1991, and has written numerous articles on policing and crime prevention in South Africa. After the 1994 election, she became an advisor to the Minister of Safety and Security and in 1996 was appointed Chief Director of Policy in the National Secretariat for Safety and Security.

DR MARK SHAW is a research fellow at the South African Institute for International Affairs (SAIIA) at the University of the Witwatersrand in Johannesburg. He has written widely on issues related to policing and crime control in Southern Africa. Mark worked previously at the Centre for Policy Studies, the Institute for Security Studies and the Department of Safety and Security.

ANTOINETTE LOUW is head of the Crime and Justice Programme at the Institute for Security Studies in Pretoria. She has been researching crime, violence and criminal justice in South Africa since 1991 when she joined the Centre for Social and Development Studies at the University of Natal. Since 1997 when she joined the ISS, her work in the policy research field has covered victimisation surveys, crime prevention policy and practice, policing, and public perceptions of justice and safety. Antoinette has a MA in political studies from the University of Natal.
