HIV/Aids in Prison, Problems, Policies and Potential

KC Goyer

The publication of this monograph has been made possible with the generous support of the following donors: European Union, USAID and the US Embassy in Pretoria, and the Ford Foundation.

Special thanks to the Institute for Security Studies for confronting the issue of HIV/AIDS in prison in the face of both apathy and controversy. The initial research was begun with the encouragement of Suzanne Berry, Director of the Public Policy Programme at the University of Natal, Durban. The determination needed to continue in this line of research has been considerably fortified by Dr Alan Whiteside, Executive Director of the Health Economics & HIV/AIDS Research Division (HEARD) at the University of Natal, Durban. The continued support, both emotional and academic, of many people at HEARD, as well as the Crime and Justice Programme at the Institute for Security Studies, has been invaluable. The author also wishes to thank all the interviewees, especially those from the Department of Correctional Services, as well as current and former inmates, for their co-operation and candor.

This research would not have been possible without the assistance of Judge Johannes Fagan, Inspecting Judge for Prisons, and Gideon Morris, Director of the Judicial Inspectorate. Judge Fagan, Mr Morris, the Judicial Inspectorate and all the people who work towards its mandate, are a credit to South Africa and all that the transition to democracy has sought to uphold.

Aids is the new struggle.
