The South African I-ADAM project (MRC/ISS 3-Metros Arrestee Study of Drugs and Crime) conducted at three points in time during 1999 and 2000 produced a substantial amount of data on the relationship between drug use and crime. In particular, it pointed to the high proportion of arrestees who tested positive for drugs, the variations in drug positivity by area, gender, age, race and income, the association between drugs and particular crime types, and the link between drug positivity and prior arrests. Various reports were produced that were aimed at scholars in the areas of drug research and crime prevention. The second phase of the project involved an analysis of police dockets in Gauteng to further contextualize the research in terms of the crime and law enforcement situation in South Africa and making the findings more useable and accessible to law enforcement practitioners and policy makers through producing the “South African Drug Enforcement Handbook”.
